Guwahati: In a significant move, the Assam cabinet on Wednesday cleared several amendment bills aimed at removing the provisions of village councils and approving autonomous councils in the state. The decision was taken during a cabinet meeting chaired by Chief Minister Himanta Biswa Sarma.
The cabinet approved the removal of village councils and the creation of autonomous councils for various communities in the state, including the Rabha Hasong Autonomous Council, the Sonowal Kachari Autonomous Council, the Deori Autonomous Council, the Thengal Kachari Autonomous Council, and the Tiwa Autonomous Council.
Additionally, the cabinet gave its nod to the Mising Autonomous Council to remove the provision of the village council and increase the strength of the General Council while maintaining the ratio of Scheduled Tribe representation as per the existing Act.
In other developments, the cabinet approved the Assam Tourism (Development and Registration) Bill, 2024, intending to revitalise and promote tourism in the state. The bill includes provisions for registering all tourism-related businesses and activities, establishing an adventure safety audit committee to assess risks at adventure sites, and outlining penalties for non-compliance.
The proposed bill is expected to drive economic growth through tourism development, foster the growth of tourism infrastructure, and ensure responsible and sustainable tourism practices while safeguarding Assam’s cultural and natural heritage.
Furthermore, the cabinet decided to transfer the management of urban public water supply schemes from the Public Health Engineering Department (PHED) to Urban Local Bodies (ULBs), ensuring proper maintenance and operation of these schemes.

In a major infrastructure project, the cabinet approved the construction of a new flyover in Guwahati city at the Cycle Factory junction, extending up to Lal Ganesh Market on Guwahati-Garbhanga Road. The flyover, estimated to cost Rs 376.11 crore, aims to ease traffic congestion in several areas of the city. Chief Minister Sarma is scheduled to lay the foundation stone for the flyover tomorrow.
