Assam has distinguished itself as one of the leading states in the nation in the effective implementation of the National Education Policy (NEP) 2020, as highlighted by Governor Gulab Chand Kataria during a press briefing on Tuesday.
Following a comprehensive review meeting focusing on the progress of NEP implementation in higher education institutions, Governor Kataria acknowledged the state’s commendable efforts. Despite facing some challenges in the complete enforcement of the policy, ongoing initiatives aim to address and overcome these obstacles.
“Assam is among the top five states regarding progress in implementing the policy. We have invited the vice-chancellors today to inquire about the problems being faced in enforcing the NEP,” Governor Kataria stated. Emphasising the significance of collaboration, he mentioned that experts have been invited to guide the government, making this the third review meeting.
Governor Kataria acknowledged existing challenges, notably low enrolment rates, and assured that investigations are underway to understand the underlying reasons behind this issue. Chief Minister Himanta Biswa Sarma expressed concern over the ‘stagnant’ gross enrolment ratio (GER) in higher education over the past decade, as revealed by the recent All India Survey on Higher Education.
“The GER is stuck in the 17-18 per cent range despite massive investments in the higher education system in the last decade,” remarked Chief Minister Sarma, as per a statement from the Chief Minister’s Office (CMO). In response to this, Sarma hinted at exploring the introduction of a new scholarship system for higher education.
Furthermore, the Chief Minister urged officials and heads of higher education institutions to collaborate on establishing a uniform academic calendar while addressing issues like nepotism and favouritism, as mentioned in the statement.

Education Minister Ranoj Pegu, in his remarks following the meeting, highlighted the importance of periodic reviews to assess progress towards various milestones outlined in the NEP until 2035. In attendance at the review meeting were not only state and central government stakeholders but also representatives from private universities.
Pegu underscored ongoing efforts to address key aspects of the NEP, such as ensuring the employability of graduates and fostering an environment conducive to entrepreneurship.
