Imphal: The Government of Manipur has issued a stern directive, strictly prohibiting any individual from following or attempting to enforce the Indigenous Tribal Leaders Forum’s call for an indefinite shutdown of all state government offices in Churachandpur District starting Monday, February 19.
Chief Secretary Dr. Vineet Joshi, on behalf of the Governor of Manipur, issued the notification on Sunday, warning that violators would be booked and prosecuted under the relevant provisions of the law.
The notification also emphasised the implementation of ‘No work, No pay’ for employees failing to attend official duties without authorised leave across all State Government Offices and institutions.
The State Government took note of a public notice dated 17.02.2024 issued by ITLF (Indigenous Tribal Leaders Forum), Churachandpur, declaring the closure of all State Government offices from February 19 until further notice. The notice, disseminated through various media channels, including social media platforms like WhatsApp groups, was deemed illegal by the government.
The government expressed serious concern over the illegal nature of the notice, citing its potential impact on Relief Camps operating in the district, where vulnerable populations such as children, elderly individuals, pregnant and lactating mothers, and specially-abled persons are being cared for.
It highlighted ongoing preparations for the disbursement of the third assistance installment for residents of Relief Camps, as well as the upcoming board examinations, including CBSE and State Boards scheduled from February 27, 2024.
In light of these considerations and the importance of upholding the integrity of government institutions, the Governor of Manipur ordered that the notice from ITLF should not be followed or enforced under any circumstances in Churachandpur.
Any violation of this order in Churachandpur will result in legal consequences for the individuals involved. The directive to implement ‘No work, No pay’ stands as a measure against employees who fail to attend official duties without proper authorisation.

The notification further called upon all Central and State Government Authorities, as well as Management Authorities of institutions, establishments, and autonomous bodies, to ensure strict attendance of staff and students.
District Magistrates and Superintendents of Police across all districts were instructed to take necessary actions to enforce the orders and promptly address genuine grievances of citizens in their respective districts.
