The Ministry of Development of North Eastern Region has taken a series of measures to strengthen the monitoring of development projects across the North Eastern Region, including the establishment of Field Level Technical Support Units in all eight states.
According to the ministry, these units regularly coordinate with project implementing agencies and are responsible for maintaining and updating project data on the PM Gati Shakti Portal. To further reinforce oversight, Project Quality Monitors and Third Party Technical Inspection Agencies have also been introduced. In addition, officials from the ministry and the North Eastern Council carry out periodic inspections. During 2024–25, a total of 599 projects were inspected, while 198 projects have been inspected so far in 2025–26, up to 12 December 2025.
The ministry has also introduced reforms aimed at improving real-time monitoring through integration with the PM Gati Shakti Portal. As part of this effort, the Poorvottar Vikas Setu portal has been operationalised for uploading new proposals, forwarding them to line ministries and NITI Aayog for comments or support, and receiving demand proposals. Inspection reports are also submitted through this portal, allowing online tracking and monitoring of projects in real time.

Regular review meetings are held with state governments in the North Eastern Region to expedite project execution, including projects that have faced delays. Projects that were found to be inordinately delayed or stalled for extended periods have been foreclosed either on an ‘as is where is’ basis or on a ‘full refund’ basis, following consultations with the concerned states.
As of 12 December 2025, a total of 48 projects have been foreclosed. Of these, 17 were closed on an ‘as is where is’ basis, while 31 were foreclosed on a ‘full refund’ basis.
The information was provided by Sukanta Majumdar, Minister of State for the Ministry of Development of North Eastern Region, in a written reply to a question in the Rajya Sabha on Tuesday.
