Nationwide push for Digital Life Certificates: DoPPW launches third DLC Campaign

The Department of Pension & Pensioners’ Welfare (DoPPW) has launched the third edition of its nationwide Digital Life Certificate (DLC) Campaign, which will run throughout November 2024. This month-long initiative spans over 800 cities and districts, reflecting a comprehensive “Whole of Government” approach by involving multiple stakeholders to facilitate easier life certificate submissions for pensioners.

This year, the campaign has a significant focus on Assam, with dedicated camps set up in around 25 cities and towns across the state, including Guwahati, Barpeta, Dhubri, Kokrajhar, Nagaon, Tinsukia, and Nalbari. In Nalbari alone, the India Post Payments Bank (IPPB) has organised camps across over 200 branch post offices, such as Mugkuchi BO, Suradi BO, Barazara BO, and Lakhopur BO, as well as at central locations like the Head Post Office and Chowkbazar and Milanpur sub-post offices. Under Secretary Dilip Kumar Sahu from DoPPW visited these camps to guide pensioners through the face authentication technology used in the DLC process, helping make the submission of life certificates more accessible and convenient.

The 2024 campaign is a collaborative effort between DoPPW and various institutions, including banks, IPPB, Pensioners’ Associations, UIDAI, the Ministry of Electronics and Information Technology (MeitY), the Ministry of Defence, the Ministry of Railways, and the Department of Telecommunications. The focus is on enabling pensioners, particularly those who are elderly or incapacitated, to easily submit their life certificates. Each camp is equipped with trained staff who assist pensioners using smartphones to complete the DLC process. For pensioners unable to attend camps, arrangements for home visits have also been made.

DoPPW introduced DLC submission through face authentication in 2021 as a part of its “Ease of Living” initiative for Central Government pensioners. This innovation allows life certificate submission through any Android smartphone, removing the need for additional biometric devices and simplifying the process.

Previous campaigns have achieved notable success. The 2022 campaign generated over 1.41 crore DLCs, with 42 lakh submissions from Central Government pensioners, while the 2023 initiative saw a record 1.47 crore submissions, including 45 lakh from Central Government pensioners.
