Kohima: The Deputy Commissioner of Kohima has issued an order directing strict compliance with provisions of the Immigration & Foreigners Act, 2025, and the corresponding rules.
The directive follows a communication from the Office of the Commissioner, Nagaland, and the Ministry of Home Affairs regarding enforcement of regulations related to foreign nationals.
Under Sections 8(1) and 10 of the Act, all accommodation providers—including hotels, guest houses, homestays, and private rentals—as well as medical institutions such as hospitals and nursing homes in Kohima district, are required to report the arrival and presence of any foreigner or Overseas Citizen of India (OCI) cardholder.
Such information must be submitted to the Foreigners Regional Registration Officer (FRRO), Kolkata.
As per Rule 17(1), accommodation providers must maintain proper records of foreign nationals, including relevant details, and produce them upon demand by authorities such as the Registration Officer, District Magistrate, or any police officer not below the rank of Head Constable.
The order further states that, in accordance with Rules 17(5) and 18(5), Form-III must be submitted electronically within 24 hours of a foreigner’s arrival. The submission can be made through the official portal or the “Indian Visa Su-Swagatam” mobile application.
The directive applies to a wide range of establishments, including boarding houses, clubs, dak bungalows, hostels, paying guest accommodations, religious institutions, charitable trusts, and rented or furnished premises of a public or social nature.
Additionally, under Rule 16, universities and educational institutions admitting foreign students must furnish details of such students residing in hostels through the prescribed format.

The Deputy Commissioner warned that failure to comply with these provisions would be treated as a serious breach of national security protocols. Non-submission of Form-III within the stipulated time may invite penal action under the Immigration & Foreigners Act, 2025.
All stakeholders have been directed to ensure strict adherence to the guidelines.
