Kamjong: The Manipur government’s decision to transfer Kamjong Superintendent of Police (SP) Tholu Rocky has drawn strong criticism from Naga civil society organisations, which have urged Chief Minister Yumnam Khemchand Singh to revoke the order.
On Sunday, the Governor of Manipur issued a transfer order posting Tholu Rocky, MPS, who was in charge of Kamjong SP, as additional director in charge of the Manipur Police Training Centre (MPTC). Jay Barange, currently serving as additional SP (Law and Order), Imphal West, was appointed as the new Kamjong SP.
The transfer order came after the October 17 firing incident, in which at least one person was killed and several others injured. Several houses belonging to Kuki and Tangkhul families were also damaged in the violence.
On Monday, Tangkhul Naga civil society organisations based in Kamjong headquarters and the Raizan and Zingsho regions urged the chief minister to stay the transfer order.
In a joint statement, representatives of the Kamjong Headmen Town Committee, Tangkhul Naga Zingsho Longphang, Raizan Katamnao Long, Zingsho Katamnao Long, Kamjong Shanao Ngarumsak Longnao and Kamjong Katamnao Long expressed strong dissatisfaction over what they described as the “sudden and unjustified” transfer of Rocky.
The organisations alleged that the transfer was linked to the October 17 incident at Chassad, during which the Kuki National Army-Burma (KNA-B) and Village Volunteers of Eastern Zone (VVEZ) allegedly carried out armed attacks on Tangkhul Naga civilians.
The Naga bodies also cited a series of alleged attacks against Naga villagers in the border areas. According to their statement, incidents occurred in Z. Choro, Wanglee and Namlee on May 7, 2026, and in Pilong and Ningchou on September 24 and October 10. They claimed that at least six civilians had been killed in these incidents.
The organisations alleged that the state and central governments had failed to take adequate action in response to the attacks, expressing concern over the security of villagers living along the border.
The Kamjong-based organisations further alleged that the authorities had acted hastily following accusations against Rocky by certain Kuki legislators and civil society representatives. They described the action as biased and contrary to the broader public interest in the district.
According to the statement, Rocky has maintained an exemplary service record and developed a strong rapport with residents of Kamjong district. The organisations praised his integrity, dedication to public service and administrative transparency.
The groups urged Chief Minister Khemchand to immediately stay the transfer order, citing the larger public interest and the need to maintain public confidence in the administration.
Separately, the Poumai Naga Officers’ Association, Imphal, condemned the transfer and described the allegations against the police officer as “character assassination”. The association urged the state government and police to register an FIR and arrest those responsible for the alleged social media post.

The association maintained that government officers, irrespective of caste, creed or gender, must discharge their duties in accordance with departmental service rules and government directives. It also called for the revocation of Rocky’s transfer order.
Meanwhile, women in Kamjong staged a torch rally protesting the transfer and demanding clarification from the state government. The protesters also alleged that the transfer had been made at the request of a Kuki MLA to the chief minister and home minister.
