Singtam: Sikkim Chief Minister Prem Singh Golay handed out relief materials to 2,000 families affected by the Glacial Lake Outburst Flood (GLOF) in Singtam and Rangpo, under Gangtok and Pakyong districts. These towns bore the brunt of the October 3 GLOF, resulting in numerous casualties and extensive property damage.
On his 56th birthday celebration, CM Golay distributed relief materials and 798 cheques among victims of the Sikkim flood residing in rented houses. A total compensation of Rs 67,05,000 was granted to those living as tenants in damaged properties. Notably, the compensation was disbursed through the Chief Minister’s Relief Fund rather than the National Disaster Relief Fund.
Addressing media queries, Golay explained, “Relief aid through the National Disaster Relief Fund was provided in October as per norms. However, additional assistance was deemed necessary, and extra funds from the Chief Minister’s Relief Fund, as well as CM discretionary funds, were allocated. The distribution process involved a tender process, causing some delay.”
Regarding the restoration of the Teesta river bank, the Chief Minister stated, “We have submitted our assessment report to the central government. For permanent restoration, we have requested Rs. 20,000 crores, and for temporary restoration, an aid of Rs. 1000 Crores has been sought. These funds will cover damages to both government and private properties.”
He added, “Homes damaged by the Sikkim flood will be reconstructed. Those still habitable will receive compensation. The Sikkim Purnavas Awas Yojana will construct new homes, and tenants will be provided rent-free accommodation for three years in a government-constructed Janta housing colony in the Mining area near Rangpo town or a newly built colony in 32 Mile area for those in Singtam. Supplementary budget allocations in the Sikkim Assembly will support these relief efforts soon.”
On the topic of damages to existing state dams due to Sikkim flood, Golay clarified, “Funds do not cover dam damages; private companies have filed insurance claims for them. NHPC dams will follow their own process. If insurance claims are approved, the companies will restore the dams.”
During his interactions with victims in Singtam and Majhitar, Golay emphasized non-discrimination in aid distribution, regardless of whether victims were from Sikkim. Families living as tenants in damaged houses will receive funds covering three months of rent and essential items for daily living.

Additionally, compensation was extended to victims from Zang and Aap Dara affected by the NHPC Stage VI dam in Sirwani, near Singtam. Golay also provided relief funds for a recent fire accident in Singtam, announcing the rebuilding of four houses and awarding Rs. 50,000 compensation to 55 businesses affected by the fire.
