Guwahati: In a move aimed at reforming land management, the Assam government, led by Chief Minister Himanta Biswa Sarma, launched ‘Mission Basundhara 3.0‘ on February 16. This initiative, marking the third phase of a comprehensive exercise initiated in 2021, seeks to streamline land revenue services, making them more accessible to citizens while prioritising the land rights of indigenous communities.
‘Mission Basundhara 3.0’ is set to simplify the process of buying and selling land, eliminating conflicts arising from land boundaries. A key feature involves mapping the names of landowners directly onto maps and converting data from mandals and circle officers. Notably, no No Objection Certificate (NOC) will be required for land transactions, and the government will distribute land to rightful owners after analysing map data.
The initiative focuses on easing rules for land rights, particularly for indigenous communities and those occupying land without proper rights. The reservation of revenue villages exclusively for Scheduled Tribes (ST) and Scheduled Castes (SC) communities aims to accommodate 100% of inhabitants from these groups. This move is anticipated to facilitate property monetization, enhance access to financial facilities, and reduce property-related disputes.
Chief Minister Sarma highlighted that the scheme would cater to specific communities, such as the tea and Adivasi communities, waiving the ‘definition of three generations’ requirement. Similar provisions apply to the Gorkha community and cooperative societies.

Chief Minister Sarma also emphasised the forthcoming ‘Mission Basundhara 4.0,’ which will focus on surveying and reclaiming char areas.
