The India Freedom of Expression Initiative (IFEI) has unveiled a grim reality in its latest report, the “INDIA PRESS FREEDOM ANNUAL REPORT 2023.” The report highlights a concerning trend of escalating attacks on journalists across the nation, painting a stark picture of the challenges faced by media professionals.
During the year 2023, a total of 226 journalists fell victim to targeted attacks orchestrated by various entities including State agencies, non-state political actors, criminals, and mafia elements. These attacks serve as a sobering reminder of the dangers inherent in the pursuit of truth and the exercise of journalistic integrity.
Delhi emerged as a hotspot for such attacks, with 54 journalists bearing the brunt of intimidation and violence, followed by West Bengal (25), Manipur (22), Uttar Pradesh (20), and Kerala (16), among others. Shockingly, the assaults weren’t limited to mere intimidation; the lives of five journalists were tragically cut short by non-state actors and criminals in Uttar Pradesh, Maharashtra, Assam, and Bihar.
The plight of female journalists is particularly distressing, with 30 of them becoming targets of violence and harassment. Delhi recorded the highest number of attacks on female journalists (12), followed by Kerala and Manipur (5 each). Alarmingly, a majority of these incidents involved police intervention, ranging from unwarranted arrests and detentions to raids on their residences.
Mr. Suhas Chakma, Coordinator of the India Freedom of Expression Initiative, decried the perilous state of journalism in India, remarking, “Real journalism has become the most dangerous profession in India.” He emphasized how journalists have transitioned from being the fourth pillar of democracy to becoming the primary targets in efforts to establish a controlled democracy.
State actors contributed significantly to the threats faced by journalists, with 148 cases directly attributed to their actions. Delhi once again topped the list with 51 reported incidents, followed closely by Manipur and West Bengal. The methods employed by state actors ranged from arbitrary arrests and detentions to the registration of FIRs and physical assaults.
The report also sheds light on the insidious role played by non-state actors, including political leaders, activists, and criminals, in silencing journalistic voices. Uttar Pradesh witnessed the highest number of attacks by non-state actors (11), closely followed by Jharkhand, West Bengal, Assam, and Bihar.
Mr. Chakma further emphasized the erosion of press freedom through the codification of censorship regimes. He highlighted legislative measures such as the Press and Registration of Periodicals Act, 2023, and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Amendment Rules of 2023 as ominous signs of an encroaching controlled democracy.

The Supreme Court’s stay on the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Amendment Rules, 2023, provides a beacon of resilience against attempts to stifle free speech and muzzle the media.
