Nirupam Chakma was sworn in as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) on Wednesday

Aizawl: Nirupam Chakma was sworn in as the Chief Executive Member (CEM) of the 11th Chakma Autonomous District Council (CADC) on Wednesday, bringing an end to Governor’s Rule that had been in force in the council since July last year.

The oath of office and secrecy was administered by Lawngtlai Deputy Commissioner Donny Lalruatsanga at the CADC Arts and Culture Hall in Kamalanagar.

The swearing-in ceremony was attended by Mizoram’s Minister for District Council and Minority Affairs, C. Lalsawivunga, BJP Mizoram state in-charge Debesh Kumar, sitting Members of District Council (MDCs), senior officials of the state government and the CADC, former elected representatives, political party leaders and members of the public.

Nirupam Chakma was appointed Chief Executive Member by the Governor of Mizoram on July 3. Under the terms of his appointment, he is required to prove his majority on the floor of the District Council within seven days. A vote of confidence is scheduled to be held on July 9.

In his address after taking the oath, Nirupam Chakma described the occasion as the beginning of a new chapter for the Chakma Autonomous District Council. He said his Executive Committee would function with transparency, accountability and dedication while prioritising infrastructure development, education, healthcare, agriculture, employment generation and improved public service delivery.

He also appealed to elected representatives, government officials, civil society organisations and the public to work together for the development of the council area.

Congratulating the new Chief Executive Member, District Council and Minority Affairs Minister C. Lalsawivunga expressed confidence that the Executive Committee under Nirupam Chakma’s leadership would provide stable and people-oriented governance.

The minister said the Mizoram government had continued to strengthen the Autonomous District Councils through increased financial support and administrative reforms. He noted that the Budget Estimates for the Chakma Autonomous District Council had increased from Rs 141.81 crore in 2023-24 to Rs 169.40 crore in 2026-27.

He also highlighted the constitution of a Group/Cadre Review Committee in 2024 under the chairmanship of the Chief Secretary to review the administrative structure of the Autonomous District Councils and recommend reforms relating to recruitment rules, service rules and administrative functioning.

Lalsawivunga further said the state government had submitted a proposal to the Centre seeking direct funding for the Autonomous District Councils and the extension of anti-defection provisions to the councils. He urged the new Executive Committee to maintain financial discipline and utilise public resources responsibly, while assuring continued support from the state government.

Nirupam Chakma was elected as Member of District Council from the 6-Kamalanagar South constituency in 2023. He previously served as a Member of the Mizoram Legislative Assembly and as Minister of State in the Mizoram government between 1989 and 1998, handling several portfolios. In 2024, he was appointed as a member of the National Commission for Scheduled Tribes.

With Nirupam Chakma assuming office, Governor’s Rule in the Chakma Autonomous District Council, which had been imposed on July 7, 2025 and later extended in January this year, has officially been withdrawn in accordance with the Governor’s orders.
