The University of Manipur, in collaboration with the National Human Rights Commission (NHRC), successfully concluded a two-day training programme on Human Rights in India on 30th August 2024. The event, hosted at the Court Hall of Manipur University, brought together over 100 participants, including legal experts, academicians, human rights defenders, and students, to explore and discuss various dimensions of human rights.
The programme culminated with a valedictory address delivered by Bharat Lal, Secretary General of the NHRC. In his speech, Lal highlighted the core constitutional values of equality, justice, liberty, and fraternity, emphasising their importance in the pursuit of human rights. He urged students and attendees to consider the interdependence of rights and duties, advocating for a culture of non-violence and mutual respect in society. He noted that upholding human rights should be an internal commitment rather than an externally imposed duty.
Lal’s address also focused on the Preamble of the Indian Constitution, which encapsulates the ideals of equality, justice, liberty, and fraternity. He condemned violence in all forms as a fundamental violation of human rights, underscoring the threats posed by war, terrorism, and other violent acts to human life and dignity. He encouraged students and faculty to actively promote peace and respect for human rights, viewing these efforts as crucial for securing a prosperous and bright future for the younger generation.
Lal also touched upon the NHRC’s recent camp sitting in Guwahati, where 25 cases of alleged human rights violations in Manipur were addressed. He reaffirmed the NHRC’s commitment to protecting and promoting human rights for all, calling for collective resolve and sustained efforts to make respect for human rights a way of life. He concluded by stressing the importance of partnerships in improving lives and ensuring dignity for everyone.

The programme featured eight key sessions that delved into critical aspects of human rights. The first day began with an overview of human rights principles and practices by Prof. Rameshchandra Borpatragohain, former Dean, followed by a discussion on the role of human rights institutions in India by Dr. N. Pramod Singh, Associate Professor at Dhanamajuri University. Hon’ble Justice Kh. Nobin Singh explored the intersection of human rights and the criminal justice system, while Keisham Pradipkumar, Chairperson of the Manipur Commission for Protection of Child Rights (MCPCR), addressed child rights challenges in the region. Other sessions included a focus on gender justice by Mrs. Sobita Mangsatabam, Secretary of Women Action for Development, constitutional safeguards on arrest and detention by Mr. Meihoubam Rakesh, Director of Human Rights Law Network, Manipur, and the role of media in promoting and protecting human rights by Mr. Rinku Khumukcham, Chief Editor of Imphal Times.
