Imphal: The fifth session of the 12th Manipur Legislative Assembly commenced on Wednesday with Governor Anusuiya Uikey addressing the inaugural session. Governor Uikey highlighted various government initiatives aimed at resolving ongoing challenges and propelling the state forward.
Chief Minister N. Biren Singh, also in charge of Finance, presented the Budget Estimates for 2024-25 (Vote-on-Account) on the first day of the assembly. The budget projected a total expenditure of Rs 34,040 crore from the Consolidated Fund of the State. Total Revenue Expenditure is estimated at Rs 20,246 crore, with Capital outlay at Rs 8,155 crores.
Addressing the fiscal aspect, Chief Minister Biren Singh noted that the Fiscal deficit is estimated at Rs. (-) 2344 crore, amounting to (-) 4.45% of the Gross State Domestic Product (GSDP), which is projected to be Rs 52,711 crore for 2024-25.
Reflecting on the Revised Estimate for 2023-24, the Chief Minister highlighted adjustments in expenditure. The total expenditure during RE 2023-24 was revised to Rs 32,591 crores from the initially estimated Rs 35,022 crore.
Revenue receipts and capital receipts were also adjusted, with revenue receipts at Rs 23,627 crores and capital receipts at Rs 8,000 crore in RE 2023-24.
Chief Minister Biren Singh emphasised the government’s dedication to safeguarding Manipur’s integrity and ensuring citizens’ safety, particularly amidst recent challenges. He mentioned the approval of Rs 400 crore by the Central Government for immediate relief efforts, which include provisions for daily rations, relief camp management, and support for affected livelihoods.

The Chief Minister also highlighted various state government initiatives aimed at supporting citizens, such as the Go to Village and Go to Hills programs, Chief Minister’s Hakshelgi Tengbang, and Manipur Start-Up Policy. These initiatives complement national programs like PM Kisan, Ayushman Bharat Yojana, and Skill India, aiming towards a ‘Viksit Bharat’ by 2047.
Furthermore, CM Biren Singh presented the Demands for Supplementary Grants for the year 2023 – 2024 amounting to Rs 3,546 crore, covering 26 Demands and 2 Appropriations. He also moved the motion for vote-on-accounts 2024-2025 and presented the 6th Report of the Business Advisory Committee in the House.
