The Assam Legislative Assembly passed the Assam State School Education Board Bill 2024 during its ongoing Budget session on February 7, 2024. The bill proposes merging the State Boards of Secondary Education for Class 10th and 12th examinations into one entity.
The new body will be called the Assam State School Education Board (ASSEB). The Board of Secondary Education, Assam (SEBA), overseeing the Assam High School Leaving Examination (HSLC) for Class 10th and the Assam Higher Secondary Education Council (AHSEC) for Class 12th examinations will combine to form the new ASSEB.
The government will establish the ASSEB and appoint its chairman. The chairman will support the vice chairmen appointed by the government for different divisions. The ASSEB will have 21 members with three-year terms. These members will be renewable.
The decision to merge the two boards was taken in the state cabinet meeting held in November 2023. This decision will improve the coordination, standardisation, and oversight of school education across Assam.

At least two question papers leaked during the Class 10 board examinations conducted by SEBA in 2023. In March 2023, also in the general science and Assamese subjects, question papers leaked. Due to this, SEBA and the government had to reschedule the examinations of general science, all subjects under Modern Indian Languages (MIL), including Assamese, and English (IL).
