Guwahati: Two days of significant business deals and staggering investment proposals have created a wave of optimism during Advantage Assam 2.0. But how did it all happen? What propelled top companies to flock to Guwahati with major investment plans?

The summit, inaugurated by Prime Minister Narendra Modi, set the stage for an unprecedented surge of industrial investment in Assam. With national and international leaders, ambassadors, and industry stalwarts in attendance, the event marked a defining moment in Assam’s transformation into a global investment destination.

PM Modi said he had foreseen this transformation. “When I visited Assam during an election rally in 2013, I had said that when people learn the alphabet, they will say ‘A for Assam.’ Today, that vision is becoming a reality, as Assam emerges as a powerhouse of economic growth, investment, and infrastructure development,” he said.

Chief Minister Dr. Himanta Biswa Sarma declared Advantage Assam 2.0 a pivotal moment in the state’s economic transformation, marking the beginning of a new era of progress and self-reliance. Sarma stated that a whopping ₹4.28 lakh crore investment proposal would usher in a new phase of growth and development. “Assam is entering a new era of development—this is our time,” he proclaimed, emphasizing the state’s ambition to move beyond dependency and become a key contributor to the nation’s progress.

Dr. Sarma outlined the 7 Ds that define Assam’s resurgence: Democracy, Demography, Demand, Diversity, Dependability, Digitization, and Decisive Leadership. He said Assam stands as a testament to India’s democratic strength. With a stable government and clear policy direction, the state has fostered an investor-friendly environment, ensuring transparency and ease of doing business. Assam’s young and dynamic workforce is its greatest asset.

As Industry 4.0 takes center stage, the state is equipping its youth with the necessary skills to meet the demands of emerging industries. With growing urbanization, increasing disposable incomes, and an expanding consumer base, Assam offers a lucrative market for industries ranging from electronics to bioenergy.

The state’s rich cultural and natural diversity is unmatched. From its world-famous tea gardens to its vibrant handloom industry, Assam is leveraging its unique strengths to drive growth in tourism, handicrafts, and agri-based industries. Once perceived as distant from India’s economic hubs, Assam is now proving its reliability.

Infrastructure projects such as the new LGBI airport terminal, the Brahmaputra bridge linking Guwahati and North Guwahati, and the upcoming semiconductor plant in Jagiroad are reinforcing Assam’s position as a trusted business destination. Assam is embracing digital transformation, with e-governance and smart cities at the core of its modernization drive, ensuring efficient services and economic progress.

At the helm of this transformation is Dr. Himanta Biswa Sarma, whose vision and strategic decision-making have put Assam on the economic map. His leadership, backed by robust policymaking and investor confidence, is laying the foundation for long-term prosperity.

Union Industry and Commerce Minister Piyush Goyal, while appreciating Assam’s 7 Ds, emphasized the role of the 3 Ts—Trade, Technology, and Tourism—and the 3 Is—Industry, Infrastructure, and Investment—in shaping the state’s future. He highlighted the importance of sustainable, high-value tourism, which would significantly contribute to Assam’s economy while preserving its natural beauty.

He also lauded the state’s tea industry, specifically mentioning the “Jhumoir” initiative, which Prime Minister Modi recently attended in Guwahati. The Union Minister also recognized Assam’s growing role in the technology sector, pointing to Tata’s semiconductor industry and Reliance Industries’ AI ventures as key developments poised to transform the region’s economy.

Mukesh Ambani, Chairman of Reliance Industries, announced a ₹50,000 crore investment in Assam over the next five years. He declared that Assam, traditionally known as a “tea paradise,” is on the verge of becoming a “technology paradise.”

He said that in the coming years and decades, Assam will be recognized worldwide as a technological hub. He further remarked that “AI, which stands for Artificial Intelligence, will soon mean Assam Intelligence, as Assam’s tech-savvy youth redefine the future.”

The Tata Group significantly boosted its commitment to Assam in 2024 with the establishment of the Tata Semiconductor Facility. Tata Sons Chairman N. Chandrasekaran stated that this project would position Assam at the heart of the global semiconductor industry.

The Tata Group’s future plans include installing 5GW of renewable energy capacity in Assam over the next five years and establishing a large manufacturing technology facility, which is expected to create 30,000 job opportunities.

Vedanta Group Chairman Anil Agarwal outlined his ambitious vision for Assam, stating that his vision is for the state to develop a complete end-to-end industrial ecosystem. He announced that Vedanta will ramp up oil production to 100,000 barrels per day in Assam, significantly boosting the state’s energy sector.

Prashant Ruia, CEO of Essar Group, emphasized Assam’s role in India’s economic growth, stating that India is on the verge of becoming the world’s third-largest economy, and Assam is a key driver of this goal.

Prominent Assamese entrepreneurs, Abhijit Barua of Premier Cryogenics and Anupam Deka of Repose Group, highlighted the state’s conducive business atmosphere. They emphasized how Assam’s youth are shifting their focus from job-seeking to job-creation, seizing opportunities in the rapidly evolving industrial landscape.

Ms Jyoti Vij, Director General, FICCI, while addressing the session on ‘The Future of Export Logistics in Assam: Transforming Regional Export’, said that ‘A’ for Assam is now synonymous with ‘A’ for action and this ‘Action’ in ‘Assam’ can catapult the state into a higher growth trajectory. In the Act East Act Fast Act First, Assam has acted fast and is first to seize the opportunity. The Government of Assam now aims to double its economy by 2030, she added.

During the two-day summit, Chief Minister Dr. Himanta Biswa Sarma unveiled Assam’s strategic roadmap for economic growth, emphasizing sustainable investments, industrial expansion, and a business-friendly ecosystem. He detailed how the state is evolving into a regional economic powerhouse, backed by bold initiatives that strengthen trade, infrastructure, and industrialization.

Among the landmark projects under Advantage Assam 2.0 are India’s first Semiconductor OSAT (Outsourced Semiconductor Assembly and Test) unit, India’s first Bio-Refinery unit, sustained economic growth exceeding 12 percent, and a significant decline in violence, creating a peaceful, investment-ready environment.

Dr. Sarma assured that all MoUs signed during the summit would be executed in letter and spirit to ensure they deliver tangible development benefits. However, he cautioned that for Assam to keep pace with this new development paradigm, the state needs a skilled workforce. He urged institutions of higher education to intensify efforts in creating skilled youth resources capable of meeting the demands of Industry 4.0.

Beyond industry and infrastructure, Dr. Sarma also highlighted Assam’s growing cultural prominence. He outlined an ambitious vision to make Guwahati and Dibrugarh the “concert capitals of India,” reinforcing the state’s position as a hub for both economic dynamism and artistic expression.
