Imphal: The Manipur government has put forth a proposal to implement a “no-work, no-pay” policy for its employees who have been consistently absent from office without authorized leave, citing various reasons. A circular issued by the state government addresses the issue, emphasizing the need for compliance with the prevailing law and order situation.
The circular states, “Officials under the State Government unable to attend their usual place of posting due to the prevailing law and order situation have been attached to Deputy Commissioners/line departments/field level offices. This is to facilitate their functioning and discharging assigned responsibilities. However, it has been observed that several officials attached in this manner are failing to attend their assigned offices or report for duty.”
The government views such actions as conduct unbecoming of a government servant and a dereliction of duty under the CCS (Conduct) Rules, 1964. The circular directs the attention of Administrative Secretaries, Deputy Commissioners, and Heads of Departments to relevant provisions of the rules regarding unauthorized absence.
The circular specifies that the principle of ‘No work, No pay’ will be applied to officials who fail to report to their assigned authority or attend their designated offices without a valid and accepted reason. Administrative Secretaries are instructed to communicate the attachment details to officials, emphasizing regular office attendance and legal consequences for non-compliance.
The application of the “No work, No pay” principle is reiterated for all government employees under the State Government. Deputy Commissioners are tasked with enforcing this policy in all offices within their respective districts.
The circular concludes by setting a deadline of March 13, 2024, for all Administrative Secretaries, Deputy Commissioners, and Heads of Departments to submit a report on the actions taken in response to the directive.
