In a bid to boost employment generation, Dr Mansukh Mandaviya, Union Minister of Labour & Employment and Youth Affairs & Sports, has instructed that the Employment-Linked Incentive (ELI) Scheme, introduced in the Union Budget 2024-25, be implemented swiftly and in a mission mode. Dr. Mandaviya’s directive came during a review meeting on the ELI Scheme and its implementation plan. The meeting also saw the presence of Union Minister of State for Labour & Employment, Smt. Shobha Karandlaje, and senior officials from the Ministry and the Employees’ Provident Fund Organisation (EPFO).
Dr. Mandaviya stressed the necessity of a strong framework to ensure that the benefits of the ELI Scheme are received by the rightful beneficiaries. “It is imperative that our efforts are directed towards creating a sustainable and inclusive employment ecosystem. The ELI Scheme is designed to facilitate job creation and provide incentives to employers and employees,” he stated.
The ELI Scheme is set to generate over 2 crore jobs across the country within a span of two years, thereby significantly enhancing employment opportunities and livelihoods.

The Union Minister also urged officials to undertake a comprehensive outreach and awareness campaign to inform the public, particularly the intended beneficiaries, about the advantages of the ELI Scheme.
The Union Budget 2024-25 introduced three schemes under the ‘Employment Linked Incentive’ umbrella as part of the Prime Minister’s package of five schemes and initiatives. These initiatives aim to facilitate employment, skilling, and other opportunities for 4.1 crore youth over a five-year period, with a central allocation of Rs. 2 lakh crore.
The Ministry of Labour and Employment is currently in the process of finalising the details and implementation plan for these schemes.
