Nagaland: No-confidence motion against DMC chairperson withdrawn

Kohima: The proposed no-confidence motion against Dimapur Municipal Council (DMC) Chairperson Hukheto Yepthomi was officially withdrawn after six councillors retracted their support, leading to the cancellation of the special meeting scheduled for May 22, 2026.

According to an official order issued by the Office of the Deputy Commissioner, Dimapur, the notice for the no-confidence motion was initially submitted on May 11, 2026, by 12 elected councillors of the DMC against the chairperson.

The notice had fulfilled the procedural requirements under the Nagaland Municipal Act, 2023, and was formally received and scrutinised by the Deputy Commissioner’s office. Following verification, a special meeting of the DMC had been convened for May 22 at 11 am at the DMC office to consider the motion and conduct a floor test.

However, before the scheduled meeting could take place, the Deputy Commissioner’s office received a formal written communication on May 21 from six of the original signatories, stating their decision to withdraw support for the motion.

The office subsequently examined and verified the authenticity of the signatures and the withdrawal application. Upon scrutiny, it stated that the withdrawal was voluntary and reflected the collective will of the concerned members without coercion or undue influence.

The order further noted that under Section 15(2) of the Nagaland Municipal Act, 2023, a notice of intention to move a no-confidence motion must be signed by not less than one-half of the total elected members of the council for it to remain legally maintainable.

With six signatories withdrawing support, the number of councillors backing the motion dropped from 12 to six. Since the total strength of the DMC is 23 members, the motion no longer met the minimum requirement prescribed under the Act.

“In view of the formal withdrawal of the no-confidence motion by six members out of the 12 signatories, the foundational basis for the no-confidence motion dated 11.05.2026 no longer subsists,” the order stated.
Consequently, Deputy Commissioner of Dimapur, Dr. Tinojongshi Chang, cancelled the special meeting scheduled for May 22 with immediate effect.

The order further declared that the no-confidence motion dated May 11, 2026, would be treated as withdrawn and closed, and that no further action would be taken in the matter.

The Chief Executive Officer of the DMC was also directed to immediately communicate the cancellation order to all councillors and ensure that an authenticated copy of the order is prominently displayed on the municipal office notice board and uploaded on the official DMC website for public information.
