Shillong: The opposition in Meghalaya made a decisive move by walking out of the Assembly before Chief Minister Conrad K Sangma could respond to the general discussion on the Budget.
The Opposition expressed concerns over the alleged disregard for the Rules and conduct of the House, expecting the Speaker to rectify the situation, which, according to them, was not addressed.
Dr Celestine Lyngdoh, a Congress MLA, highlighted the issue, citing the rules of procedure and conduct of business in the Meghalaya Legislative Assembly. He pointed out that if rules are violated or the sequence of events for passing bills or budgets is not followed, any member has the right to raise a point of order.
“In layman’s terms, I raised a point of order stating that the due process for passing the budget was not observed. I drew attention to rules 142 and 143, which clearly state that the budget must be disposed of in two stages – the general discussion and voting on demand for grants. However, last Friday, during the general discussion, voting on the demand for grants took place, contrary to rule 143,” explained the Congress legislator.
He further emphasised that the finance minister’s reply to the general budget discussion signifies its conclusion. However, despite raising the point of order, no ruling was provided by the chair. Consequently, all opposition members felt their presence in the house was futile, leading to their collective walkout.

Leader of the Opposition Ronnie V Lyngdoh echoed similar sentiments, clarifying that their walkout was not against the Budget but stemmed from the failure to adhere to established rules. Stressing the supremacy of the legislature, Lyngdoh questioned the implications if such fundamental rules are disregarded.
“We highlighted an anomaly, and all we expected was acknowledgment and assurance that it wouldn’t recur. However, if the opposition’s concerns are ignored, we have no choice but to walk out,” stated the Leader of the Opposition.
