The Assam government has constituted a one-man inquiry commission headed by Justice Soumitra Saikia of the Gauhati High Court to investigate the circumstances surrounding the death of singer Zubeen Garg in Singapore on September 19.
According to an official notification dated October 3, 2025, the commission has been set up under the Commissions of Inquiry Act, 1952, to examine the events leading to and following the incident. The notification outlines four key terms of reference for the probe — to determine the facts and sequence of events related to Garg’s death, assess any possible negligence or lapses by individuals or institutions, and explore whether external factors such as foul play or conspiracy were involved.

In a public notice issued on October 17, the commission invited individuals with knowledge of the incident to submit statements and evidence in the form of duly notarised affidavits. Submissions will be accepted from November 3 to November 21, excluding Sundays, between 10.30 am and 4 pm at the commission’s office located within the Assam Khadi and Village Industries Board premises in Chandmari, Guwahati.
Those furnishing statements are required to provide supporting documents and details of witnesses or sources from whom additional information may be obtained.
The commission’s proceedings are expected to play a key role in determining the full sequence of events that led to Garg’s death. The 52-year-old singer died while in Singapore to attend the North East India Festival, an incident that has since prompted widespread public concern and multiple investigations.
