NHPC, local forum hold talks on Siang Upper Multipurpose Project

A consultative discussion on the Siang Upper Multipurpose Project (SUMP) was held between officials of NHPC and members of the East Siang Downstream Dam Affected People’s Forum (ESDDAPF) at the NHPC office complex in Pasighat, East Siang district, on Saturday.

The meeting was attended by a delegation from ESDDAPF led by President Oni Tamuk, Vice-President Nalo Ering, and General Secretary Jobomchang Mengu. From NHPC, Amar Nath Jha, general manager (civil) and head of project for the Siang Lower Project, briefed participants on the key aspects of SUMP.

Jha highlighted the strategic and water security importance of the project, stating that it aims to achieve multiple objectives, including flood moderation, hydropower generation, and regional development. He said the project is also expected to contribute to employment generation, infrastructure growth, and community welfare in the Siang region.

According to Jha, the dam is designed to help protect downstream areas from flash floods and control riverbank erosion through regulated water flow. He added that the project would serve as a safeguard for the Adi community and strengthen the region’s long-term resilience. NHPC urged the forum to support the project preparation process and help raise awareness at the community level about its importance.

Representatives from ESDDAPF shared their views and concerns, particularly regarding the potential for soil erosion due to dam discharge. NHPC officials responded that such vulnerable locations would be identified during the Detailed Project Report (DPR) stage for consideration under Environmental Management Plan (EMP) studies.

The discussion was described as open and constructive, with both sides agreeing on the need for continued dialogue. NHPC reiterated its commitment to working closely with local communities to ensure that the Siang Upper Multipurpose Project progresses while addressing environmental and social considerations.
