The XV Finance Commission grants are allocated in two instalments each financial year. The untied grants may be used by panchayati raj institutions and rural local bodies for location-specific needs under the 29 subjects listed in the Eleventh Schedule of the Constitution, excluding salaries and other establishment expenses.
The tied grants, meanwhile, are earmarked for basic services. These include sanitation and maintenance of open defecation free (ODF) status, covering household waste management, treatment of human excreta and faecal sludge management. The tied grants may also be used for drinking water supply, rainwater harvesting and water recycling.
