Assam flood losses driven more by vulnerability than water levels: IIT study

Guwahati: The scale of devastation during floods in Assam is increasingly shaped not just by rising water levels, but by the vulnerability of communities, according to a new study by researchers from IIT Guwahati.

Published in the journal Regional Environmental Change, the study by Surbhi Vyas, Anamika Barua and C. Mallikarjuna highlights that socio-economic fragility, rather than flood intensity alone, is now a key driver of loss and damage across the state.

The authors describe it as among the first district-level analyses in Assam to explicitly link climate risk assessment with loss and damage. Analysing data from 2015 to 2023, the study identifies Barpeta district, Dhubri district and Morigaon district as the worst-affected districts, combining high economic losses with significant fatalities.

Barpeta district recorded the highest economic loss at ₹268.85 crore, followed by Dhubri district at ₹163.87 crore and Morigaon district at ₹126.82 crore. These districts, largely located in the lower and central Brahmaputra valley, are marked by dense populations, heavy dependence on agriculture and vulnerable housing, factors that amplify flood impacts.

The human toll mirrors this pattern. Morigaon district reported 94 deaths, the highest in the state, followed by Barpeta district with 65 deaths and Dhubri district with 48, underlining how limited infrastructure and weak emergency response systems can turn floods deadly even outside peak hazard zones.

One of the study’s key findings is the shifting geography of flood damage. Several districts classified as moderate-risk, including Nagaon district, Dhemaji district, Golaghat district, Hailakandi district and Cachar district, recorded substantial losses, in some cases comparable to high-risk areas.

Even districts considered relatively low-risk, such as Dima Hasao district, Hojai district and Udalguri district, reported notable damage and fatalities, reinforcing the study’s central argument that vulnerability often outweighs hazard intensity.

“Vulnerability, rather than hazard intensity alone, often drives negative outcomes,” the authors noted.

The study estimates that floods caused economic losses of ₹1,707.27 crore in Assam between 2015 and 2023, alongside large-scale displacement, cultural disruption and psychological distress, many of which remain underrepresented in official assessments.

It found that districts marked by high poverty, poor connectivity, limited healthcare access and a prevalence of kutcha housing are significantly more exposed. In such settings, even moderate flooding can trigger disproportionate damage, destroying homes and crops while delaying relief operations.

While nearly 40% of Assam’s land is affected by floods annually, flood management strategies have largely focused on structural measures such as embankments and river control. The study argues that this approach is no longer sufficient.

Instead, it calls for a shift toward vulnerability-sensitive planning by combining infrastructure development in high-risk zones with social protection, awareness and adaptive capacity-building in districts where vulnerability remains high despite lower hazard levels. Integrating the Intergovernmental Panel on Climate Change AR6 multidimensional framework into policy, the authors suggest, could enable more equitable prioritisation and resource allocation.

“Flood risk in Assam is not just about extreme events. It is shaped by the interaction of hazard, exposure and deep-rooted vulnerability, making impacts highly uneven and exposing the limits of one-size-fits-all, hazard-centric planning,” the authors said.

“Assam’s flood crisis also reveals a clear policy blind spot: areas classified as moderate- and low-risk continue to suffer severe losses due to poor preparedness and socio-economic fragility, underscoring the need for a transition to vulnerability-driven, equitable adaptation strategies.”

The findings underline a critical shift: in Assam’s evolving flood landscape, resilience may depend less on controlling rivers and more on strengthening vulnerable communities.
