Shillong: The Health and Family Welfare Department, Government of Meghalaya, has issued the Combined Counselling Standard Operating Procedure (SOP) for MBBS admissions for the academic year 2026-27, covering 138 MBBS seats under the Central Pool, other quotas allocated to Meghalaya, and the State Quota of Shillong Medical College (SMC).
The SOP has been divided into two parts. Part I covers 96 MBBS seats allocated to Meghalaya under the Central Pool and other quotas, while Part II covers 42 State Quota seats at Shillong Medical College. The Meghalaya State Counselling Authority for Medical Education (MSCAMA) will conduct the counselling process.
As far as practicable, counselling for both categories will be conducted through a common and synchronised process based on a single merit list prepared using candidates’ NEET-UG 2026 All India Rank.
Of the 96 seats covered under Part I, 53 are Central Pool seats, while 14 are at NEIGRIHMS, 16 at RIMS Imphal, 10 in Government Medical Colleges of Assam and three in Tripura. The reservation distribution comprises 39 seats for the Khasi and Jaintia category, 39 for the Garo category, 14 Unreserved seats and four seats for SC/OST categories, subject to the applicable rules.
For Shillong Medical College, the National Medical Commission (NMC) has sanctioned 50 MBBS seats for the 2026-27 academic session. Of these, eight seats will be filled through the All-India Quota, while 42 will be available under the State Quota.
The 42 State Quota seats will be distributed in accordance with the Meghalaya State Reservation Policy, with 40 per cent reserved for Khasi and Jaintia candidates, 40 per cent for Garo candidates, 15 per cent for Unreserved candidates and five per cent for SC/OST categories.
Admission will be based on NEET-UG 2026 performance, along with fulfilment of the applicable state reservation and eligibility requirements. Candidates must satisfy the prescribed academic, domicile, category and other conditions. They must have passed Class XII or an equivalent examination with Physics, Chemistry, Biology/Biotechnology and English, and must have attained 17 years of age by December 31, 2026.
Candidates will have to register online as per the schedule and procedure notified by MSCAMA. The counselling authority will verify NEET qualification, identity, category certificates, Permanent Residential Certificate (PRC), educational qualifications and other required documents. Original documents will be verified at the time of physical reporting.
Candidates seeking benefits under the Meghalaya quota must also meet the prescribed requirements relating to indigenous status and produce the necessary supporting documents.
The SOP provides for four rounds of counselling, including the Stray Vacancy Round, in accordance with applicable national counselling guidelines. Candidates who are allotted seats will have to report within the prescribed timeline and complete all admission formalities. Provisions have also been laid down for seat surrender, filling of vacant seats, PwBD assessment and tie-breaking.
Candidates admitted to State Government-sponsored MBBS seats will be required to execute a bond with the Health and Family Welfare Department. In addition, MBBS graduates admitted under the State Quota will be required, under the applicable Mandatory Medical Public Service Policy, to serve for a minimum of five years in Government hospitals or recognised Mission hospitals, subject to the prescribed terms and conditions.
MSCAMA will operate a State Counselling Control Room, help desk and grievance redressal mechanism throughout the counselling process. The authority will also issue official counselling notifications, FAQs, bilingual information materials and instructional videos through its authorised channels.
