Shillong: Mayralborn Syiem, UDP MLA representing the Nongpoh constituency, raised concerns in the Assembly on Monday about the unchecked proliferation of YouTubers in the state of Meghalaya.
Syiem called for the implementation of a broadcasting code of ethics to regulate and curb the dissemination of false information by certain individuals.
Highlighting a recent incident involving the tarnishing of the image of BB Makdoh, Chairman of Synjuk Ki Rangbah Shnong from Nongpoh, by a YouTube channel named Hynniewtrep TV, owned by Fernando Diengdoh, Syiem emphasized the need for ethical guidelines. An FIR was filed in connection with the incident.
Syiem clarified that his intention was not to defame anyone but expressed concern over the erosion of public decorum by some individuals. He pointed out that Makdoh had already fallen victim to such malicious intentions and warned that any member of the house could be targeted in the future.
The UDP legislator criticized YouTube channels with malicious intent, accusing them of publishing news without proper verification solely for the purpose of gaining viewership and monetary benefits. He stressed that the dissemination of fake news poses a serious threat to society.
To address these issues, Syiem urged the State government to consider implementing a broadcasting code of ethics. Such a code, he argued, would empower the government to regulate and mitigate the spread of false information. He also proposed that only individuals approved by the Department of Information and Public Relations (DIPR) should be allowed to cover government programs, excluding random YouTubers.
In addition, Syiem suggested that YouTubers focus more on entertainment than news distribution. He highlighted the 2021 notification by the central government regarding information technology guidelines and digital media ethic codes for content takedown and standards for digital publishers.
Responding to the concerns, Chief Minister Conrad K Sangma acknowledged the integral role of social media in daily life but acknowledged the drawbacks that need to be addressed. Sangma informed the Assembly about the establishment of a cybercrime wing to monitor and investigate cyber-related crimes.

Since 2019-24, Sangma reported that 42 cases have been registered, 20 training programs conducted, and 55 awareness programs held. The Chief Minister urged content creators to verify and fact-check before uploading content, promoting a culture of responsible content creation.
Sangma assured that the government would consider the suggestions raised by Syiem to implement a more efficient framework for monitoring content on social media.
