Ukhrul: Khanuithot Khon (The Voice of the Naga Youth), representing Naga youth from hill districts of Manipur, particularly Ukhrul and Kamjong, has sought immediate intervention from Prime Minister Narendra Modi over what it described as the biased conduct of security forces amid the ongoing unrest in the state.
In a representation submitted in New Delhi on Wednesday, the youth body termed the issue a matter of “grave constitutional urgency” and alleged that the conduct of certain units of Central security forces deployed in the hill districts indicated a possible breach of constitutional guarantees and statutory obligations.
The memorandum referred to tensions between the Tangkhul Naga indigenous community and Kuki refugee groups in the hill districts, particularly Ukhrul and Kamjong, and stated that concerns raised were based on what it described as an emerging pattern of conduct on the ground.
Citing Articles 14, 21 and 355 of the Constitution, the youth body stated that all security operations must adhere to principles of natural justice, non-discrimination and proportionality in the use of force, as recognised in Indian jurisprudence and operational doctrines.
It further alleged that enforcement actions by Central security forces indicated differential application of force that may be affecting the Tangkhul Naga indigenous community and called for immediate legal scrutiny into the matter.
The memorandum also raised concerns over reported instances of alleged inaction against armed activities linked to Kuki refugee militant elements and said such omissions require examination within the constitutional framework.
According to the youth body, reports of intimidation, coercion and alleged protection of certain militant groups, along with suppression of civilian voices, raise concerns regarding possible infringement of Article 21 protections and the doctrine of substantive due process.
The representation further referred to a statement by Govindas Konthoujam, who had disclosed that a hybrid meeting chaired by Amit Shah on March 20, 2026, was attended by the Chief Minister and Governor of Manipur. During the meeting, directions were reportedly issued to prevent the movement of armed groups in both hill and valley districts, conduct search operations against all armed groups except those under the Suspension of Operation (SoO) agreement, and recover looted arms by May 2026.
However, the youth body stated that the current ground situation raises concerns about possible operational gaps, with certain SoO cadres perceived to be operating beyond designated camps, and called for strict compliance with SoO ground rules, including review of designated camp locations.
Among its key demands, the youth body sought a time-bound independent inquiry led by a sitting or retired High Court judge to examine allegations of bias, misconduct and possible dereliction of duty by Central security forces in Ukhrul and Kamjong districts.
It also called for the issuance of clear directives mandating strict neutrality supported by accountability mechanisms such as audits, transparent incident reporting and disciplinary measures where necessary. The memorandum further sought a review of deployment structures where conduct prima facie suggested deviation from neutrality.
The representation stated that if neutrality could not be ensured within a reasonable timeframe, the continued presence of such forces may require reassessment in the interest of conflict de-escalation.
The youth body cautioned that failure to address the concerns may compel affected stakeholders, including civil society organisations and youth groups, to seek legal remedies before constitutional courts for judicial intervention and enforcement of fundamental rights.
