Imphal: The Government of the People’s Republic of Nagalim/National Socialist Council of Nagalim (NSCN/GPRN), Eastern Flank, operating in the Myanmar region, has declared the formation of a provisional government.
The decision was taken during an Extraordinary Joint Emergency Meeting of the Civil National Workers and the Naga Army officers of the NSCN/GPRN Eastern Flank, chaired by Lieut. Gen. (Retd.) Hs. Ramsan-VC, at Mt. Horep Camp in Myanmar on July 21.
In a statement issued by Edward Sayai, Additional Secretary to the NSCN/GPRN, the Extraordinary Joint Emergency Meeting of the Civil National Workers and the Naga Army officers of the NSCN/GPRN Eastern Flank was convened due to the threat to the sovereign existence of the Naga nation.
During the joint emergency meeting, several resolutions were unanimously adopted, including a resolution to renew the covenant with God, “Nagalim for Christ.” The meeting also reaffirmed its commitment to uphold the Naga national principle for the sovereign existence of the Naga nation at all costs.
The meeting also declared the expulsion orders issued by the NSCN/GPRN against several Eastern Flank leaders, including Lieut. Gen. (Retd.) Hs. Ramsan-VC and Lieut. Gen. A. Raman-MM, MC, as null and void. The joint meeting alleged that these expulsion orders were part of a scheme to silence the veterans and facilitate compromise through a piecemeal solution.
“The allegations levelled against them are entirely false and fabricated. In this matter, written letters, statements and clarifications were issued to the concerned authorities and to the Naga public at large. Those who have surrendered and yielded to the pressure of the Government of India (GoI) have no right to expel or terminate those who remain steadfast in striving for the sovereign existence of the Naga nation,” it stated.
The meeting unequivocally condemned the ‘Competencies’ submitted to the Government of India (GoI) by the leadership of the NSCN/GPRN. According to the NSCN/GPRN Eastern Flank statement, the ‘Competencies’ compromise and surrender the right to the sovereign existence of the Naga nation within the Union/Constitution of India.
The ‘Competencies’ are also a violation of the party’s manifesto, Chapter X(a), which declares: “We stand for the unquestionable right of the Naga people over every inch of Nagalim wherever it may be and admit of no other existence whatever.”
The meeting also stated that the ‘Competencies’ violate the Preamble of the Yehzabo (Naga Constitution), which reads: “We, the People of Nagalim, solemnly acknowledge that the sovereignty over the earth and the whole universe belongs to Almighty God alone, and the authority of the people to be exercised in the territory is the sacred trust from God.”
The statement further said that the GoI served a three-month ultimatum, from August to October 2019, to the NSCN/GPRN with the condition that there would be no further talks on a separate flag and a separate constitution for the Nagas.
Despite this ultimatum, the leadership at Hebron/General Headquarters continued to engage in what it described as meaningless and endless talks based on the compromised and surrendered ‘Competencies’ within the Union/Constitution of India, it alleged.
The NSCN/GPRN Eastern Flank also alleged that, following the GoI’s betrayal of the Framework Agreement of August 3, 2015, the Chief Political Negotiator, General Secretary/Ato Kilonser of the NSCN/GPRN, Th. Muivah, issued a statement on November 7, 2024, declaring: “If such political initiative is rejected by the GoI, the NSCN shall resume violent armed resistance against India for defending Nagalim’s unique history and its sovereign existence.”
However, it stated that the leadership at Hebron/General Headquarters failed to take the necessary steps outlined in the statement issued by the Chief Political Negotiator and General Secretary/Ato Kilonser.
The meeting further declared that the spirit of the Ceasefire Agreement had ceased to exist from the day the GoI betrayed the 2015 Framework Agreement.
It further maintained that it would continue both political and armed resistance to safeguard the sovereign existence of the Naga nation.
“Therefore, to save the nation from another surrender and to rescue the Naga political movement from its present predicament, the Extraordinary Joint Emergency Meeting of the Civil National Workers and the Naga Army Officers of the NSCN/GPRN, Eastern Flank declared the establishment of a Provisional Government until a full-fledged government is formed,” it stated.
Under the newly formed Provisional Government, Ikato I. Chishi Swu has been unanimously appointed as chairman. The members are Lieut. Gen. (Retd.) Hs. Ramsan-VC, Lieut. Col. (Retd.) Victor Angami, Lieut. Gen. A. Raman-MM, MC, Brig. Detail Dani and Angyo Jacob Jingseya. Meanwhile, Ngaranlni Jagoi, Merry Ramsan and Rev. Vitovi Yeputho have been named as advisers.
The entrusted and empowered Chairman, Members and Advisers of the Provisional Government will be administered an oath of allegiance by an ordained minister, it said.
Further, the NSCN/GPRN Eastern Flank has also called upon Naga national workers in particular, and the Nagas in general, to join in the formation of a unified national government that upholds the principles of the party’s founding fathers and spearheads the movement for the sovereign existence of the Naga nation.
