The Election Commission of India (ECI) has announced a new mechanism to deliver Electors Photo Identity Cards (EPICs) within 15 days of any change to the electoral rolls. The updated process applies to both new voter enrolments and modifications to existing voter records.
The measure is part of the ECI’s ongoing efforts to improve efficiency and voter experience, and has been introduced under the leadership of Chief Election Commissioner Gyanesh Kumar and Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi.

To ensure timely delivery, the ECI has put in place a standard operating procedure (SOP) that covers every step from the generation of the EPIC by the Electoral Registration Officer (ERO) to its final dispatch by the Department of Posts (DoP). Voters will receive SMS alerts at each stage of the process to keep them informed about the status of their cards.
To support this system, the ECI has integrated a dedicated IT module into its ECINet platform. The platform replaces earlier delivery methods and is intended to simplify workflows, improve coordination, and maintain data security. An application programming interface (API) from the DoP has been added to the platform to assist in the efficient handling and tracking of EPIC deliveries.
The Commission has stated that this updated process is intended to provide reliable and timely electoral services while maintaining transparency. Officials noted that the change aligns with recent initiatives to enhance service delivery for both electors and stakeholders.
