The Assam Cabinet today took several major decisions regarding rhino protection, reopening of Class X, premium for crop insurance, developing seed farms, State holiday on Karam Puja, ending license system for rickshaws, funds for infrastructure work among others, informed Assam Chief Minister Himanta Biswa Sarma on Twitter.

Here are some of the key decisions made in the meeting held on September 16, 2021
Reopening of Class X
Classes for Class X students in High Schools, High Madrassas, Residential Schools, Day Boarding Schools (Both Govt and private) will resume from 20 September 2021. Authorities of such schools will have to ensure that all employees and workers are fully vaccinated.
Busting Myth of Rhino Horns: Protecting our Rhinos
In order to bust the myth about rhino horns and resultant poaching, out of 2,623 rhino horns, 2,479 pieces stockpiled in State Treasuries will be destroyed by consigning them to flames in public. 94 rhino horns will be preserved as heritage pieces for academic purposes. 50 rhino horns will be reserved for court cases, decided the cabinet.
No License for Rickshaws, Thelas
To benefit low income groups, “The Guwahati Municipal Corporation (Licensing of Rickshaws and Rickshaw Pullers) Bye-Laws, 1976” will be repealed to the effect that no registration will be required in respect of rickshaws, thelas, hand-pulled carts (used for vending), etc. GMC will explore Aadhaar-based online registration in place of physical presence for such registrations.
Crop Insurance
Towards payment of insurance premium on behalf of the farmers, the Cabinet decided to sanction Rs 379 crore under Pradhan Mantri Fasal Bima Yojana. This will benefit lakhs of farmers in the state.

Boost to Seed Corporation Farms
Infrastructure development of 12 farms will be done under Assam Seeds Corporation Ltd. Horticulture Nursery, Ulubari, Guwahati and Ulubari Nursery under Assam Seeds Corporation Ltd will be converted into state-of-the-art facilities.
Promotion of Agriculture Officers
The cabinet decided to relax qualifying service in promotion of agriculture officers in order to strengthen and help in effective functioning of Agriculture department.
Funds for AIFA
The state has sanctioned Rs 250 crore for Assam Infrastructure Funding Agency (AIFA) for taking up infrastructure-related projects.
State Holiday on Karam Puja
The state cabinet has announced a state holiday for State Government employees on account of Karam Puja, which is one of the major festivals for the tea tribe communities, on September 17.
Post of Chief Engineer
Creation of a post “Chief Engineer PWD (Health & Education)” under Assam PWD (Building and NH) Dept. This will help expedite all health and educational infrastructure projects undertaken by the PWD in the state.
